Which foam board insulation is best for basement walls?

That last part is the whole game. Insulation traps whatever is already there. If your wall is leaking or sweating, foam board over it just hides the problem and feeds mold behind the panel. So we start with water, then we insulate.
Why foam board beats batts down here
Basement walls live against cold, damp soil. Fiberglass batts soak up moisture, sag, and lose their R-value when they get wet. Foam board doesn’t. XPS and polyiso both hold their insulating value even when the air around them is humid, which is normal for a NH basement most of the year.
XPS is rigid, takes a knock, and is widely stocked. Polyiso runs a higher R-value per inch, so you fit more insulation in a thinner wall. The U.S. Department of Energy’s Building America program backs continuous rigid foam against foundation walls as a sound way to insulate below grade (basc.pnnl.gov). Both work. The right one depends on your wall thickness and your budget, and any good crew will spec it for your space.
One thing to know about NH foundations. The soil against your wall is disturbed backfill, the looser dirt that got put back when the house was built. It drains slowly and holds water. Add frost heave in winter pushing on the wall, and you get the damp, cold conditions that punish the wrong insulation. Foam handles it. Wet fiberglass does not.
Dry first, then insulate
If your basement gets water, you don’t need foam board yet. You need the water handled.
