Rochester gets less snow and more river
Rochester sits on the Cocheco, and it gets a good deal less snow than the towns west of here. That changes what soaks your basement.

Most of our service area runs 52 to 68 inches of snow a year. Rochester is closer to 39 (NCEI 1991-2020 normals, via Current Results, nearest station Durham). So the big March snowmelt that drives basements wet in Concord or Derry is a smaller factor here.
What you get instead is the river. The Cocheco runs through the middle of town and the USGS gauges it right here (USGS station 01072800, Cocheco River near Rochester, NH). The Isinglass comes in on the Dover side (USGS station 01072870). Rochester basements get wet on rain and river stage more than on snowmelt, which is why yours can flood in a wet November while a Derry basement stays dry until spring.
Why the water ends up against your wall
A high water table is only half of it. The other half is the dirt.
When your house was built, a crew dug the hole, set the foundation, and shoved that same dirt back in around it. Backfill never packs down the way undisturbed ground does. It stays loose. Loose soil drains slowly and holds water right against your foundation instead of letting it move away. That’s why the water shows up at the wall and not out in the yard.
Then it comes in at the floor wall joint, the seam where the wall meets the slab. That joint was never watertight. Frost heave works it open a little more every winter.

On a river town we push the battery backup harder than usual. When the Cocheco is up, it’s usually up because of the same storm that’s knocking out power on your street. A charged backup moves roughly a residential pool’s worth of water before it needs power again. Battery only. We don’t sell water-powered units.
We don’t dig the outside of the foundation. Those jobs fail in two or three years when the fill settles again, and you’ve paid for it with your landscaping. Interior drainage you can reach and service.
And if you don’t need a system, we’ll tell you. One crack in a wall that’s otherwise dry is a crack, not a project. Fill it and don’t look back.
Rochester: local context
Rochester is a mill city with a long history, and the housing shows it. There are old blocks near the downtown and a lot of later building out from there, with the middle of the stock landing around 1979. So we see both here: older foundations near the river and poured concrete and block further out.
About two thirds of households own their home, and roughly half the housing is a detached single family house. That mix means we’re often talking to someone about a two or three unit building rather than a single family, and the calculus is different. Water in a shared basement is rotting the framing that carries every unit above it, and the smell travels through the whole building.

Older foundations near the downtown
The blocks closest to the river and the old mills are a different job from a ranch out on the edge of town, and it’s worth knowing which one you have before anybody quotes you.
An older stone or brick foundation doesn’t just leak at the joint. Water works through the wall itself, through the mortar between the stones, and you’ll see it as damp patches partway up rather than a line at the floor. Efflorescence gives it away too, that chalky white bloom on the surface. That’s mineral left behind by water passing through the masonry. It isn’t mold and it isn’t dangerous. It’s a receipt showing water has been moving through that wall.
On those walls the vapor barrier does more of the work than it does on a poured wall, because we’re managing water coming through the face and not just up at the seam. The drain still catches it and the pump still moves it out. Same system, more attention to the wall.
The other thing we run into downtown is a basement with a dirt floor or a partial slab. That’s common in the oldest housing and it doesn’t rule anything out, it just changes the sequence of the work. We’ll tell you on the inspection which one you’ve got.

Why does my Rochester basement flood in the fall and not just the spring?
Because you’re on the Cocheco and you don’t get much snow. Under 40 inches a year here, against 50 to 68 west of you. A wet autumn puts the river up and brings the water table with it, and your basement finds out about it in November. Towns that live on snowmelt only see this in March.
What is that white powder on my basement wall?
Efflorescence. Salt and mineral left on the surface after water passes through the masonry and evaporates. It brushes off. It also tells you water is moving through that wall, so treat it as information rather than a problem to scrub. Paint over it and you’ve hidden the signal without stopping the water.

I have an older place near the river. Is the foundation too old for this?
Almost never. We put interior drainage into fieldstone, block and poured walls. Older stone and mortar seeps through the wall itself rather than just at the joint, so the barrier matters more, but the system is the same one and the guarantee is the same guarantee.
Do you dig up the outside?
No. Interior only. Exterior digs settle and fail in a couple of years and take the yard with them.
